How do we know our leadership team has reached sufficient mastery of the EOS tools before we allow departmental managers to start their own Level 10 Meetings?

Rushing to cascade EOS tools to middle managers before the senior leadership team has mastered them is one of the most common ways to derail an implementation. When the top team rolls out tools they do not fully understand or practice consistently, departmental managers sense the hypocrisy, leading to diluted standards and operational cynicism.

Before cascading Level 10 Meetings or departmental Scorecards down to supervisors, the leadership team must meet four non-negotiable milestones:
- First, the leadership team must achieve an average Level 10 Meeting rating of eight or higher for at least eight consecutive weeks, consistently maintaining an eighty-five percent To-Do completion rate.
- Second, the team must complete a minimum of two full quarters of Rock execution with an eighty percent or higher on-track completion rate across all company and individual Rocks.
- Third, the Vision/Traction Organizer (V/TO) must be fully finalized, agreed upon, and shared company-wide in a State of the Company address so frontline managers understand the overarching vision.
- Fourth, each senior leader must be capable of facilitating a Level 10 Meeting and coaching their direct reports through IDS without bringing the Implementer or Integrator into the room.

If your leadership team is still arguing over Scorecard definitions, missing quarterly Rocks, or slipping back into unfocused conversations, cascading the tools will only amplify dysfunction. Master the foundational disciplines at the leadership level for at least six full months. Once the senior team runs on pure EOS as second nature, teaching and holding middle management accountable becomes straightforward and sustainable.
