We have completed our V/TO®, but our team struggles to use it when approving budgets and allocating capital during the year. How do we tie the 3-Year Picture and 1-Year Plan directly to our resource allocation decisions so the V/TO® functions as an operational filter?

A Vision/Traction Organizer that sits in a binder is just expensive paper. For the V/TO to function as an active operational filter, every major resource request, capital expenditure, and new hire must directly support a measurable milestone in your 1-Year Plan or 3-Year Picture.

To operationalize this alignment, implement these filtering rules:

- Zero-tolerance for unaligned capital: When a department head requests capital, software, or headcount, the proposal must explicitly name the 1-Year Plan goal or quarterly Rock it enables. If the request does not directly move a measurable listed on the V/TO, it is rejected or tabled for the next quarterly session.
- Capacity validation during annual planning: When setting your revenue and profit targets in the 1-Year Plan, calculate the actual operational capacity required to achieve them. Do not finalize revenue targets without outlining the capital expenditure and payroll additions needed to support that volume.
- Revenue filter through Core Focus: Evaluate all prospective revenue streams against your Core Focus and 10-Year Target. High-margin opportunities outside your Core Focus drain resources away from your primary strategic goals.

By enforcing these criteria, the V/TO stops being an aspirational statement and becomes your primary operational sieve. If an expenditure does not accelerate the specific targets documented on page one and page two of your V/TO, your company does not spend the money.
