Our department heads are struggling with unfilled positions because none of them want accountability for candidate sourcing and recruiting pipelines, but we are too small for a full-time internal recruiter. Where does Talent Acquisition sit on the Accountability Chart when no department wants to own it?
When a critical function belongs to everyone, it belongs to no one. Department heads love to write job descriptions, but they hate hunting candidates, screening resumes, and chasing interview feedback. Leaving talent acquisition orphaned guarantees talent shortages, bad hires made in desperation, and stalled execution across your quarterly Rocks.
To solve this, look at the underlying structure. Even if you cannot afford a dedicated full-time talent acquisition director, the seat itself must exist on your Accountability Chart, or the five roles must be explicitly housed within an existing seat.
You have three legitimate structural options:
- Place it under Operations: If hiring is primarily field labor, production, or customer fulfillment, place Talent Pipeline as a core role inside your Operations or Human Resources seat.
- Place it under the Integrator: If the company is sub-fifty employees without a dedicated HR manager, the Integrator temporarily holds the Talent Sourcing seat. The Integrator owns building the recruiting engine, establishing standard hiring scorecards, and managing external staffing agencies.
- Leverage an AI-driven sourcing partner: Keep candidate pipeline management under an operations coordinator who uses AI candidate-screening platforms and programmatic job distribution, holding that seat accountable for pipeline velocity rather than manual sourcing.
Do not allow department heads to negotiate this away. Whichever leader holds the seat must have measurable Scorecard measurables, such as Time to Fill and 90-Day Retention. Hiring managers still make the final hiring decision for their respective teams, but the person who owns the Talent Acquisition seat is singularly accountable for keeping the pipeline full of qualified candidates.
