We are scaling our services business and need to create a dedicated Quality Assurance and Compliance seat. This role will audit work across three distinct operational divisions. Where should this shared compliance seat sit on our Accountability Chart to prevent it from becoming a bottleneck or reporting to multiple managers?
A shared services seat that supports multiple departments can easily become an operational bottleneck or suffer from matrix reporting confusion if it is not structured correctly on your Accountability Chart. In the EOS framework, we must strictly enforce the rule of having only one manager per seat to maintain clear accountability.
To structure a Quality Assurance and Compliance seat, you should not place it under any single operational division that it is responsible for auditing, as this creates a conflict of interest. Instead, you have two logical structural options:
- Place the seat directly under the Integrator as an independent, centralized support function. This gives the compliance officer the authority to audit all divisions neutrally without political pressure.
- If the compliance workload is heavily concentrated in one major division, place the seat in that department but clearly define that they only report to that department head, while providing services to the others via structured internal service agreements.
Whichever option you choose, the key is that the compliance seat must have only one boss. The person sitting in this seat must know exactly who conducts their quarterly conversations and who reviews their GWC.
