Our department managers hold onto urgent operational questions all week long just to bring them up in our Level 10 Meeting, which slows down customer response times and clutters our agenda. How do we stop leaders from using the weekly pulse as an operational bottleneck?

When leaders hoard daily tactical problems to unload during the Level 10 Meeting, your management cadence is broken. The weekly pulse is built to resolve systemic breakdowns, cross-departmental alignment gaps, and strategic roadblocks. It is not an approval desk for routine decisions that leaders are already paid to make.

This bottleneck usually stems from one of two causes: either your managers lack clear decision-making boundaries on the Accountability Chart, or they are afraid of making a mistake and use the Level 10 Meeting as political cover.

First, clarify decision rights. Review the Accountability Chart with your leaders and define their GWC and seat accountabilities. If a client is upset on Tuesday, a department manager must not wait until Monday's Level 10 Meeting to address the problem. They have the authority and the responsibility to solve it immediately within their departmental budget and scope. If an issue requires cross-functional coordination between sales and operations, they should pick up the phone or schedule a quick ten-minute standup, solve the problem, and move on.

Second, screen the Issues List aggressively during the meeting. When a manager introduces an item that belongs within their own operational lane, the Integrator should ask: Why are we solving this together right now? Could this have been resolved on Wednesday by you and operations?

If the answer is yes, take it off the board immediately. Assign that leader a To-Do to handle it directly outside the room. If a recurring theme shows that managers are terrified of making independent calls, bring that cultural hesitance to IDS as the real issue. Train your team that real leadership means acting swiftly in the field, not waiting for a weekly meeting to give them permission.
