Our custom fabrication business relies on hundreds of outside subcontractors and raw material suppliers, but neither our Operations Manager nor our Purchasing Lead wants accountability for Subcontractor Management and Vendor Auditing. How do we place and staff a seat that nobody wants on the Accountability Chart?

When no department head wants to own Subcontractor Management and Vendor Auditing, the issue is usually fear of accountability without clear authority. If subcontracted work directly impacts field delivery schedules, gross margin, and quality control, it cannot float between Operations and Purchasing.

Start by pulling the seat into the open during an IDS session. Define the seat purely by its five core roles. For a vendor management seat, these typically look like:
- Master service agreement compliance and insurance validation
- Subcontractor qualification and rate negotiation
- Tier-one vendor performance scorecards
- Trade capacity scheduling
- Dispute resolution and back-charge enforcement

Once the five roles are locked, place the seat where it directly protects profitability. If your biggest failure point is project deadlines, it sits under Operations. If your biggest failure point is bidding accuracy and cost variance, it sits under Finance or Estimating. One department leader must own the box.

If neither existing leader has the capacity or desire to run it, the seat stays open on the Accountability Chart with the Integrator temporarily holding the seat. Do not split the five roles across three people as an easy compromise. A split seat creates diffused accountability, which leads to expired certificates of insurance, cost overruns, and finger-pointing.

Once the box is visible and vacant, decide whether to elevate a senior project manager who has commercial grit or hire an external procurement specialist. Keeping the box vacant on paper makes the pain visible and forces your leadership team to prioritize funding or staffing the seat permanently.
