When a leader stays silent during the weekly Level 10 Meeting and then lobbies offline, it breaks trust and stalls execution. This is a failure of the Same Page commitment. To stop this behavior, you must establish a strict rule: if you do not voice your objection during the meeting, you have fully bought into the decision. Your facilitator must actively draw out this person during the IDS portion. If you notice them nodding but not speaking, call them out directly. Ask them where they stand and do not let them off the hook with a passive shrug. If they try to reopen a decided issue during the week, shut it down immediately. Tell them to put it on the Issues List for next week's meeting. If the offline lobbying persists, this is no longer a meeting process problem. It is a people problem.
