What milestones must our leadership team hit before rolling EOS down to department tiers, and how do we prevent middle managers from burning out during the handoff?

The fastest way to burn out middle management and discredit EOS across your company is to roll the tools downstream before the leadership team has mastered them. If executives cannot run a tight Level 10 Meeting or hit 80 percent of their Rocks, expecting department heads to do so creates confusion and resentment.

Do not cascade EOS to department tiers until your leadership team meets three non-negotiable milestones:
- Two full quarters of mastery: The leadership team must run on EOS for at least two quarters post-Vision Building 2. This proves that Rocks, Scorecards, and Level 10 disciplines are habitual, not a temporary experiment.
- Accountability Chart clarity: Department-level seats and five major roles must be fully defined and filled with people who pass the People Analyzer. You cannot hand tools to managers whose seats are ambiguous.
- Clean meeting facilitation: Every leadership team member must be competent at facilitating a Level 10 Meeting and running IDS without dodging difficult issues.

When you roll down, introduce one tool at a time. Start by teaching department heads how to attend their own weekly Level 10 Meeting. Let them run that rhythm for 30 to 60 days before introducing department-level Scorecards and Rocks. Provide them with direct coaching from your Integrator or Implementer. When middle managers see that the tools eliminate unnecessary meetings and clarify their priorities, they adopt EOS willingly instead of viewing it as corporate overhead.
