We have a critical weekly metric on our Scorecard that has been red for months, and the owner claims they cannot move the needle because they lack the direct authority over the other departments involved. How do we resolve this operational roadblock without changing the seat owner?

When a critical Scorecard metric is consistently red and the owner claims they cannot fix it because they lack direct authority over other departments, you have an Accountability Chart alignment issue disguised as a data problem.

In the EOS® framework, owning a metric does not mean you personally execute every task. It means you are the single point of accountability for the result. If your Operations Director owns the client onboarding speed metric, but the Sales team is slow to hand off the contract, the Operations Director cannot simply throw their hands up.

To resolve this, the metric owner must use their leadership and cross-functional communication to address the bottleneck. They must bring this issue to the Level 10 Meeting™ and use the IDS® process to collaborate with the Sales leader. Together, they must agree on a clear handoff process.

If the process is broken, the metric owner must lead the effort to document and simplify the core workflow. If the other department head refuses to cooperate, that is a leadership issue that your Integrator must resolve.

Ultimately, if the seat owner truly has zero ability to influence the outcome even after cross-functional collaboration, then the metric is assigned to the wrong seat on your Accountability Chart and must be reallocated.
