That seat owner must have the GWC, meaning they get it, want it, and have the capacity to manage the tool and its business results. If a developer tells you they need to build a complex, expensive system from scratch, push back. Focus on building simple, system-dependent operations that use reliable, existing frameworks. This approach keeps your costs down and keeps you in control.
