We are completing our quarterly sessions, but our middle managers still seem completely disconnected from our vision. How do we measure whether the EOS tools are actually cascading down to the front lines or just staying stuck at the leadership team level?

It is common for leadership teams to experience high alignment in our sessions while the rest of the company remains in the dark. To measure whether the tools are actually cascading, we track specific operational behaviors beyond the executive suite.

First, we look at the adoption of the Level 10 Meeting™ structure. If your middle managers are not running their own weekly departmental meetings using this exact agenda, the cascade has failed. These meetings are the primary pipeline for pushing priorities down and bringing issues up.

Second, we review the clarity of individual focus through Rocks. Every employee in your organization should have at least one clear, measurable Rock each quarter that aligns with the corporate Rocks we set in our quarterly sessions. If employees cannot name their Rocks, they are just reacting to daily chaos.

- Check if every department has a functioning Scorecard with five to fifteen weekly activity-based metrics.
- Monitor whether the V/TO® is being shared and reviewed company-wide at least once every ninety days.
- Verify that department managers are using the GWC™ framework to evaluate their own direct reports.
