We completed our Vision Building days, but department heads are still submitting annual budgets and capital requests that do not align with our V/TO. How do we mechanically link the 3-Year Picture and 1-Year Plan to their budgeting decisions?
A Vision/Traction Organizer® only becomes real when it dictates where money and human capital are deployed. If your department heads are submitting operational budgets that drift away from the V/TO®, you are treating the document as an inspirational exercise rather than an operational governor.
To fix this, establish a strict rule before your annual planning cycle begins: no capital expenditure, software purchase, or headcount addition gets funded unless it directly supports a specific line item in the 1-Year Plan or a stated milestone in your 3-Year Picture. Departmental budgets must be built from the ground up to achieve those specific goals, not calculated by adding five percent to last year's spending.
During your quarterly budgeting reviews, force every department head to justify their major expenditures through the lens of your Core Focus and strategic targets. If marketing wants sixty thousand dollars for an initiative that does not target your defined ideal customer profile, the request is rejected immediately.
This discipline turns the V/TO into a practical decision-making filter. When departmental leaders recognize that the V/TO directly controls resource allocation and compensation, they stop viewing session work as theoretical strategy and begin managing their departments directly against the company vision.
