My leadership team is not openly fighting the EOS tools, but they are passive-aggressively ignoring them, keeping side spreadsheets, and only updating their Scorecards five minutes before our meeting. How do we break this pattern of compliance without commitment?

Passive resistance from a leadership team is often harder to kill than open rebellion because it looks like compliance. If your team is only filling out their Scorecard five minutes before the Level 10 Meeting, they do not own the tool. They are treating it like administrative homework instead of a dashboard to run the business.

To break this loop, you must first stop rescuing them. If a leader regularly shows up with blank or last-minute numbers, do not gloss over it. The Integrator must call out the behavior during the Scorecard review. Use the weekly meeting to highlight how missing data leaves the business blind.

Next, link their Scorecard numbers directly to their Rocks. When a metric is off-track, it must instantly trigger an issue on the Issues List for IDS. If they are keeping side spreadsheets, ask them why. Usually, it is because they do not trust the Scorecard or because they are tracking data that makes them look busy rather than data that makes them accountable.

Force the transition by implementing these rules:
- The Scorecard must be fully updated twenty-four hours before the meeting.
- Anyone with a missing metric must explain the operational gap, not just the technical delay.
- Run an immediate GWC evaluation on any leader who persistently fails to manage their numbers.

If they truly understand and want the Accountability Chart seat, they will own the numbers. If they cannot or will not, you have a people issue, not a tool issue.
