We are trying to run IDS® on our chronic operational bottlenecks, but every time we identify an issue, the conversation circles back to a lack of resources rather than the systemic operational flaw. How do we get our team to stop blaming external factors and dig into the real issue behind the issue?

When teams run IDS® on operational bottlenecks, they often conclude that they simply need more people or more money to solve the problem. This is a default excuse rather than a true root cause. The real issue behind the issue is almost always a lack of clear accountability, a broken process, or a GWC™ deficit in a key seat on your Accountability Chart. To break through this cycle of excuse-making, the Integrator must ban resources as an initial solution during the Identify phase. Force the team to define the issue using only names, seats, and specific behavioral or process failures. Ask your leadership team how they would solve this problem if they were legally barred from hiring another person or spending any additional money. This strict operational constraint forces the team to examine structural inefficiencies and process discipline rather than throwing capital at the symptom. Often, you will find that the work is poorly distributed, or a department head is failing to hold their direct reports accountable to their core metrics. Once you expose these structural gaps, you can solve the systemic issue for good.
