During our Level 10 Meeting™, one of our department heads frequently shares a "Headline" that is clearly a major organizational bottleneck, hoping to bypass the prioritization of the Issues List and get immediate airtime. How do we stop this back-door issue injection and keep our headlines disciplined?

An effective Level 10 Meeting™ requires absolute discipline, and letting a leader use the Customer and People Headlines section to bypass the Issues List is a direct violation of the process. Headlines are for reporting major news in five words or less, with zero discussion. If a headline requires action, a decision, or more than thirty seconds of explanation, it is an issue.

When a leader tries to inject a major bottleneck during headlines, the Integrator must immediately intervene. Do not let them explain the context or pitch their perspective. The Integrator must state that the item sounds like an issue and direct the scribe to drop it to the bottom of the Issues List.

This keeps the reporting section moving and forces the issue to compete fairly with everything else on the list. During the prioritization step of IDS®, the team can collectively decide if that item is truly one of the top three priorities for the day. If it is not, it waits.

To enforce this permanently, use these rules:
- Limit every headline to a single sentence.
- Stop any leader who starts their headline with the word because or needs.
- Do not allow any follow-up questions during the headline section.

If a team member complains that their urgent issue might not get discussed, remind them that if it is truly critical, the team will prioritize it. Bypassing the system to get immediate attention only breeds resentment and damages meeting efficiency.
