What is the proper way to handle an unfinished Rock at the end of the quarter without creating a culture of excuses?

When a quarter ends and a Rock is not completely across the finish line, you must treat it with absolute transparency. It is either complete or incomplete. There is no such thing as an eighty percent finished Rock in EOS. Allowing partial credit breeds an operational culture where deadlines are soft suggestions.

At your Quarterly Planning session, mark the Rock as incomplete. Do not sugarcoat the outcome. The owner must own the miss without launching into an emotional defense. Next, drop the unfinished Rock to the Issues List and use IDS to identify exactly why it failed. Did the owner fail to foresee critical dependencies? Did other priorities pull them away? Was the scope too large for ninety days? Diagnose the true operational root cause.

Once diagnosed, make a deliberate, strategic choice about what to do next. Do not automatically roll the unfinished Rock into the next quarter. Ask the tough question: Is finishing this project still one of the top three to seven priorities for the entire company over the next ninety days? If the answer is yes, re-scope the remaining work as a fresh, standalone Rock with clear milestones. If the answer is no, drop the remainder to the long-term Issues List. Rolling over Rocks automatically without debate destroys executive accountability.
