What happens during our quarterly session if our leadership team consistently fails to achieve our 80 percent Rock completion benchmark?

Failing to hit the 80 percent completion threshold on Rocks is an operational symptom, not just a missed target. In standard EOS, completing 80 percent or more of your quarterly Rocks demonstrates that you set aggressive goals and executed effectively. Falling consistently below that benchmark signals an operational breakdown that we confront immediately.

When we review previous Rocks during the first hour of our session, we do not accept excuses or rationalize unfinished business. A Rock is either complete or incomplete. There is no partial credit. Once the status is recorded, every incomplete Rock gets moved directly to our session Issues List for IDS.

During IDS, we systematically dissect why the failure occurred. Typically, the failure traces back to one of three common breakdowns:

- The Rock was poorly scoped at the start and lacked clear, binary completion milestones.
- The owner of the Rock accepted too many tactical assignments and failed to delegate day-to-day noise.
- The team failed to use the weekly Level 10 Meeting to flag obstacles early when the Rock drifted off-track.

We do not leave the session room until we identify the true root cause. If an executive consistently misses Rocks due to lack of capacity or skill, we evaluate whether they truly pass GWC for their seat on the Accountability Chart.
