Our team consistently finishes our weekly Level 10 Meeting with a to-do completion rate hovering around sixty to seventy percent, and people are starting to treat the ninety percent target as an unrealistic, academic benchmark rather than a firm operational commitment. How do we break this culture of low accountability?

A persistent failure to hit your ninety percent weekly to-do completion rate is not a minor operational detail. It is a lagging indicator of a culture that tolerates low accountability. When your leadership team treats ninety percent as an optional academic standard, they are quietly giving themselves and their departments permission to treat commitments as mere suggestions.

To fix this, the Integrator must immediately stop accepting weak excuses during the to-do review. The review must be a binary yes or no. Do not allow storytelling or explanations. If a to-do is not done, it is simply not done.

Next, look at how your team writes and assigns to-dos during the IDS® portion of your Level 10 Meeting™. To-dos must be short, highly actionable, and achievable within seven days. If a task takes longer, break it down. If a leader regularly misses their commitments, the issue is either their personal organization or a GWC™ problem. Put their capacity on the Issues List and IDS® it.

Finally, understand that when your leadership team models a sixty percent completion rate, your middle managers and frontline staff will inevitably drop to forty percent. You must enforce the ninety percent standard at the top to protect the integrity of your entire operating system.
