In our departmental Level 10 Meetings, middle managers spend seventy minutes broadcasting status updates down to their team, turning what should be an IDS problem-solving session into a boring top-down lecture. How do we force departmental managers to shut up and make the meeting interactive?

When a departmental Level 10 Meeting devolves into a top-down broadcast, it ceases to be an EOS meeting pulse. It becomes an old-fashioned staff meeting where frontline employees mentally check out while a manager reads notes off a screen. This is meeting waste at its worst, and it trains your frontline to become passive order-takers rather than accountable problem-solvers.

The root cause is usually a manager who does not understand the difference between communicating information and facilitating IDS. In a true Level 10 Meeting, the facilitator speaks less than anyone else in the room. Their job is to hold the clock, keep the agenda moving, and draw out root causes from the people doing the actual work.

Fix this by stripping the manager of the presentation crutch. The first twenty-five minutes of the meeting must be purely mechanical:
- The Scorecard review is read out by the individuals who own the numbers, not the manager.
- Rock updates are strictly on track or off track, stated by the Rock owner.
- Customer and employee headlines are shared by the frontline staff who interact with them daily.

When you reach IDS, the manager should rarely speak first. The issues on the list should come from the team floor. The manager's role is to ask questions: What is breaking down here? Why did this process fail? What do you need to solve this permanently?

If the manager cannot break the habit of lecturing, have someone else facilitate the departmental meeting. Let a supervisor or team member run the clock and agenda while the manager sits as an ordinary participant. That structural shift forces the manager to listen and empowers the frontline to own their operational reality.
