If your leadership team is explaining why a number is red during the scorecard review, you are violating the EOS process. The scorecard review is for reporting numbers; the IDS section is for solving them.
First, establish a firm rule: all scorecard data must be entered at least one hour before the meeting. If a number is red, the owner must drop it down to the Issues List immediately upon entry. They do not wait for the meeting to start to flag the problem.
Second, use clear visual thresholds. A metric is either green (hit target) or red (missed target). There is no yellow. When the meeting starts, the team reviews the scorecard in silence for thirty seconds, looking only for red numbers. The leader then asks, are all red numbers on the Issues List?
If yes, you move directly to the next agenda item. If a red number was not dropped to the Issues List, the owner must add it immediately without offering an explanation.
