Leaders on our team dump every minor daily grievance, tactical email, and petty administrative friction onto the Level 10 Issues List all week long, cluttering the board with trivia. How do you establish a filter so only true leadership-level issues reach the Level 10 agenda?

An Issues List clogged with minor operational noise paralyzes the leadership team. When senior executives spend sixty minutes debating software login policies, broken office chairs, or localized customer service emails, systemic strategic problems go unaddressed.

A leadership Level 10 Meeting™ exists to solve enterprise-level barriers to the Vision/Traction Organizer® (V/TO®) and company Rocks. It is not an all-purpose organizational suggestion box.

Establish a strict three-part filter before any item is permitted on the leadership Issues List:
- Does this issue impact company Rocks, company Scorecard measurables, or core values?
- Is this issue cross-functional, requiring agreement between two or more leadership seats?
- Has this issue already been worked through by the individual department and escalated because they hit an organizational boundary?

If an issue fails these criteria, it belongs in a departmental Level 10 Meeting or a direct conversation between two managers. It has no place on the senior leadership agenda.

Empower the Integrator to act as an active gatekeeper. Prior to the weekly pulse, review the newly added items. If a department head drops a localized issue onto the list, the Integrator should reassign it directly back to that leader with a note to solve it within their departmental pulse.

Teaching leaders to solve tactical friction at the lowest possible level frees executive bandwidth. Clean meeting lists drive high-impact problem solving. Cluttered lists create bureaucratic fatigue.
