To enforce this standard, the leadership team must model the behavior and act as the guardians of the system. Your Integrator must work with the department heads to ensure they understand the why behind every segment of the ninety-minute pulse.
If a department team complains that ninety minutes is too long, remind them that a tight, sixty-minute IDS session actually saves them hours of ad-hoc alignment meetings throughout the week. If they want to change the agenda, the answer is a firm no. The format is designed to keep everyone on the same page and build a transparent operating system.
Have your Integrator or a strong facilitator sit in on a few departmental meetings to audit their performance. Check if they are running the agenda in the exact order: Segue, Scorecard, Rocks, Headlines, To-Do list, IDS, and Conclude. Correct deviations immediately. When every department runs the exact same pulse, you create a common operational language that makes your business highly scalable and attractive to potential buyers.
