We are hiring a fractional Chief Technology Officer to design our AI operations roadmap, but our internal software engineers are pushing back on her authority because she is only here five hours a week. A fractional executive can absolutely run a department and hold team members accountable, but only if their seat is structured with real authority on the Accountability Chart. If your engineers are bypassing your fractional CTO, it is because you have not clearly communicated the boundaries of her seat.
On your Accountability Chart, the fractional CTO must sit directly above your software developers. The reporting line must be clean and unmistakable: the developers report to her, and she reports to the Integrator. You must explicitly communicate to the team that her part time status does not diminish her operational authority. She is responsible for setting the technical roadmap, defining coding standards, and approving system architectures.
To support her, you must stop accepting direct escalations from the developers. If an engineer comes to you to complain about her decisions, you must redirect them to her. Additionally, ensure her roles are clearly documented on the chart, and review her performance against her weekly Rocks and KPIs during your Level 10 Meetings™. When the team sees that you fully back her authority and respect the structure of the chart, the resistance will fade.
