We are rolling out EOS across our company, but department managers are overwhelmed by daily fires. In what exact order should we introduce the tools to avoid breaking operations?

Attempting to push all EOS tools to middle management at once creates cognitive overload and paralysis. The disciplined way to cascade the system is to ensure the senior leadership team has mastered the Five Foundational Tools for at least two full quarters before pushing anything downstream.

Once the senior team is consistent, follow this exact rollout sequence for department leaders:

- Start with the Accountability Chart. Clarify seats, five primary roles, and reporting lines so managers understand who owns what before you alter their meeting cadences.
- Introduce the weekly Level 10 Meeting. Teach managers how to run a strict ninety-minute agenda, review a basic departmental Scorecard, and solve departmental friction through IDS.
- Roll out departmental Rocks. Only after managers are running effective weekly meetings should they begin setting quarterly Rocks. When they do, limit them to one or two Rocks per leader to protect their focus on operational execution.

Do not cascade Core Values, Core Focus, or the full V/TO until managers are operating comfortably within their weekly Level 10 rhythm. Vision without operational traction creates cynicism. When you give department managers the gift of disciplined meetings and clear accountabilities first, you remove the daily chaos that makes them feel overwhelmed. That operational breathing room earns you the right to introduce long-term strategic alignment later.
