Our leadership team's weekly To-Do completion rate hovers around 75 percent, and leaders insist it is impossible to hit 90 percent because unplanned client fires consume their calendars every week. How do we diagnose whether this is poor time management, unrealistic commitments, or real understaffing?

When a leadership team chronically sits at 75 percent on To-Dos and blames client fires, you are dealing with one of three root causes: bad capacity scoping, poor delegation, or true operational understaffing. You diagnose the real culprit by tracking the pattern over three consecutive weekly Level 10 Meetings.

First, inspect the commitments themselves during IDS®. A To-Do in EOS® must be a single action step that can be 100 percent completed within seven days. If a leader accepts a To-Do like finish onboarding software, that is not a weekly action item; it is a multi-week project. Break it down to draft the software requirements outline by Friday. If To-Dos are too large, the miss is an execution and scoping failure inside the meeting room, not a client problem.

Second, inspect calendar management and delegation. If an executive seat on the Accountability Chart is spending twenty hours a week putting out client fires, they are doing frontline work instead of leading, managing, and creating accountability. If they lack the discipline to block four hours a week for high-priority operational commitments, that is a time management flaw that requires coaching or restructuring.

Third, test for structural understaffing. If their To-Dos are tightly scoped to seven days, the leader is delegating properly, and every working hour is genuinely absorbed by client work, your business has outgrown its capacity. The fix is not accepting a 75 percent completion rate. The fix is creating an issue on the list: Seat capacity blown; hire operational support.

Accepting the client fire excuse turns low traction into an organizational habit. Force the distinction, identify the root cause, and solve it permanently.
