We cascaded Level 10 Meetings down to our departmental teams, but middle managers are treating them like casual status updates, skipping the Scorecard review, and ignoring the strict 90-minute structure. How do we audit and maintain quality control across departmental meetings without having executive leadership micromanage every session?

Departmental Level 10 Meetings fail when middle managers view the framework as corporate administrative overhead rather than a tool to run their departments. When managers skip the Scorecard or treat the agenda casually, the meeting quickly devolves into an unstructured gripe session that burns payroll.

You do not need to sit in on every meeting to maintain quality. Instead, implement a clean governance loop using three specific levers:
- Establish a rotating observer role. The Integrator or an executive leader should attend one departmental Level 10 Meeting per quarter purely as an observer. Do not jump into the discussions. At the end of the meeting, rate the session alongside the team and spend five minutes coaching the departmental facilitator on timekeeping and IDS® rigor.
- Inspect the outputs weekly. The Integrator should review the departmental meeting dashboards weekly. If a department shows zero issues solved, a flatlined Scorecard, or a blank To-Do list, the meeting is not functioning. Hold the manager accountable during their regular one-on-one check-in by asking how they are using the pulse to hit their departmental measurables.
- Require clean issue escalation. A healthy departmental meeting pulse will naturally uncover issues that cross department lines or exceed local authority. When a department never escalates issues to the leadership team, or escalates half-baked complaints without root-cause analysis, use that as a coaching moment on how to run IDS®.

The goal is building operational autonomy. If you permit departmental managers to dilute the agenda, you teach your future leadership bench that standards are optional.
