Our departmental Level 10 Meetings™ are running, but we have no clear line of sight on how issues get escalated to the leadership team or pushed back down. How do we keep these lists connected without creating a bureaucratic bottleneck?

To keep your departmental Level 10 Meetings™ aligned with your leadership team without creating a bottleneck, you must implement a strict system of escalation and delegation. The flow of issues between these meetings should be structured, not spontaneous. This is where your leadership team must rely on the Accountability Chart to manage the boundaries.

When a departmental team identifies an issue that they cannot solve because it requires additional budget, crosses into another department's territory, or impacts the company's overall Rocks, that issue must be escalated. The department head is the bridge. They must officially drop that issue onto the leadership team's short-term Issues List before the leadership meeting starts.

The reverse is also true. When the leadership team solves an issue during IDS® and realizes the execution belongs to a specific department, they should not clutter their own To-Do list. Instead, they must assign a To-Do to the department head to drop that issue onto their departmental Level 10 Meeting™ list for resolution.

This prevents game-of-telephone communication. It keeps the leadership team focused on high-level strategy and execution while empowering the departmental teams to own their daily operations. Keep the lists separate, make the department heads the disciplined filters, and ensure every escalated issue has a clear owner. Do not let issues float in a vacuum.
