Tracking weekly billable utilization in our service firm incentivizes staff to pad time sheets and hoard client work. What operational counter-metric must we pair with utilization on the Scorecard?
Utilization measured in a vacuum is dangerous. It rewards inefficiency, encourages time sheet inflation, and penalizes your fastest, most competent producers. To run a professional service firm on clean data, your Scorecard must pair billable utilization with an operational counter-metric that measures speed or quality.
The most effective balancing measurable is weekly milestone realization or project velocity. This tracks the percentage of scheduled project deliverables accepted by the client without rework or missed deadlines. If a consultant logs forty billable hours to show ninety percent utilization, but their milestone velocity drops to fifty percent, the Scorecard instantly exposes the sandbagging. They are burning hours without advancing the client engagement.
Another powerful counter-metric is average turnaround time on initial deliverables. When utilization spikes but deliverable turnaround slows down, your capacity is bottlenecked. Team members are sitting on work to protect their billable quotas rather than handing it off to the next stage of service delivery.
Your Operations Leader must own both numbers on the leadership Scorecard. By forcing these two metrics to live side by side, your weekly Level 10 Meeting maintains visibility into both capacity consumption and operational throughput. You reward productive momentum rather than slow, padded busywork that drains client goodwill.
