During the reporting section, as soon as a leader states that a number is off track, the facilitator should instantly direct the scribe to add that metric to the Issues List. Do not let the owner explain why the number is down; that discussion must wait for the IDS portion of the meeting. By enforcing this rule, you ensure your Issues List is populated with real, data-driven problems rather than just subjective complaints. This keeps your leadership team focused on systemic bottlenecks rather than administrative details.
