Our team To-Do completion rate stays stuck around 75 percent because leaders keep rolling unfinished action items over from week to week instead of completing them. How do we break the rollover habit and enforce the 90 percent completion standard?

The EOS® standard is that 90 percent or more of To-Dos are completed every seven days. When your team hovers around 75 percent, it almost always means you have allowed a dangerous habit to take root: rolling unfinished tasks into the next week with zero friction.

To-Dos in a Level 10 Meeting™ are not multi-week project milestones. They are singular, binary commitments that must be done within seven days. If an item cannot be finished in seven days, it was scoped incorrectly during IDS® and should have been broken down into smaller tactical bites or elevated to a Rock.

To enforce the 90 percent standard, institute a zero rollover policy. When the Integrator reads through the To-Do list during the pulse, each owner can only state one of two words: done or not done. If a task is not done, you do not let it sit on the list for another week. You force a decision right there. The item is either:

- Killed immediately because it was clearly not important enough to complete.
- Dropped straight down to the bottom of the Issues List to be re-evaluated during IDS®.
- Re-committed for the coming week, but only after the owner explains why it failed and confirms nothing will block it this time.

When a leader knows an unfinished item will be publicly dropped back onto the Issues List rather than quietly carried over, their behavior changes fast. If a single leader repeatedly misses their To-Dos, that is no longer a scheduling issue. It is a capacity issue, a time management issue, or a GWC™ issue on the Accountability Chart that must be addressed head on.
