To break this loop, you must change how you ask for the rating. The next time someone rates the meeting an eight, the facilitator must immediately ask: what would it have taken to make this meeting a ten today? Do not accept vague answers. If the response is that everything was fine, challenge the room. Ask if the team actually solved the absolute biggest issue facing the business, or if they simply tackled the easiest ones to feel productive.
